Slow establishing SQL*Net connection to DB

We have a HP3000 running MPEiX OS and oracle ent server 7.2.3. When connecting via a SQL*Net connection it takes about 1 minute to establish the connection. After that the speed is fine. All inward connections, whether it is via a DB link or using a client tool have this slow connection problem. Can anyone shed some light on whether this is a listener config problem or something? I don't believe it is name resolution related since the xxxx.ora files have the IP address not host name.
