All I think that the runme.bat file does is to make sure that the directory structure is maintained while the files are expanded.

If you re-reun the exe files with the -d flag, i.e.

file1.exe -d

then I think you should be OK. This is just a shot in the dark but it is certainly true for other Oracle stuff I have downloaded...
