problem in seting up ODBC connection to PO8

I am trying to set up ODBC connection to PO8 in win95, what I did is:

do
start->programs->Oracle for Window 95->microsoft ODBC administrator

to get into "ODBC Data Source Adminstrator", in "System DSN", choose "Add", and select "Oracle ODBC Driver" (version 8.00.0300 which is file "sqora32.dll"), and I get error message:

The setup routine for the Oracle ODBC Driver ODBC driver could not be loaded due to system error code 1157.

after I click ok, I get:

Could not load the setup or translator library.

I couldn't find any infomation on this one, does anyone know?
