I am not sure of your problem, but I noticed that you created a private database link. This means that the only authorized user from any database must be using the same Oracle user account with the same Oracle password or the link will fail. Most of my problems with dblinks have involved security and public vs private so I though I would mention this.

The only other idea I have is to check for each object referenced in the pl/sql for proper synonyms on the remote locations.
