In this configuration is only a entry for the IPC (Inter Process Communication)-
mechanism.
Oracle suggests to use the tools 'SQL*NET Easy Configuration', 'Network Manager'
(both Windows-based) or 'SQL*NET Assistent' and 'SQL*NET Wizard (both JAVA-
Applications, included since Oracle 8).

Another way is to copy the Files from the sample-directory and edit it.
