Are you able to connect directly on the Server. i.e by running sqlplus on the server without going thru SQLNET. If not then try checking path to ORACLE_HOME.
Having different versions of Oracle on the same machine and forgetting to update ORACLE_HOME can sometimes cause this.
If you are able to connect directly but not thru SQLNET try checking SID, ORACLE_HOME & port in LISTENER.ORA
