Designer 2000 beta 2 - Program Items Greyed Out

The installation went fine.

I haven't had a repository so I installed one.

I created an application system. But in the RON and the designer 2000 first screen
the following items are greyed out!

(I am logged on as Designer 2000 owner)

Under Modeling System Requirements
-Process Modeller
Entity relationship
Dataflow
Function Hierarchy

The Design Editor:

and Under Utilities:
Admin Utility (I had to run this from the orant\bin) and SQL plus.

What gives?
