Under control panel - system verify the performance tab. You need to make sure the forground doesn't have a performance boost or the foreground process will take the lions share of the CPU time making everything else look for a slice.
If that doesn't stop it, look at the amount of page faults, you'll have to determine what is high but if it's high then add more RAM.
