Add C:\ORAWIN\BIN to your path statement before loading Windows. Also make sure that you're using 16bit SQL*Net (usually C:\ORAWIN)for 16 bit apps and 32bit SQL*Net (usually C:\ORAWIN95) for 32bit apps.
