I know that "Advanced Network Option" has replaced "Secure Network Services," and it is no longer a separate product. It does not come bundled with the Server product but can be purchased as an option in the same way Distributed or Parallel options are.
ANO gives you encyprtion options, and can be used for several types of enhanced authentication (fingerprint, FORTEZZA, etc.). How you implement it really depends on what you need in terms of security policy. Not a good answer, but it could be as easy as installing and configuring for occasional encyrption, or as resource intensive as buying fingerprint hardware and setting up additional secure "authentication" servers.
