how to enable secure network services

Another quesion, How to enable security network services and use data encryption in client/server mode? in both unix and nt environment.

I knew I could do this with oracle network manager. Unfortunately I could not found network manger excutable in $ORACLE_HOME/bin in oracle 7.3 ( Is it called "netmgr"? ). Is there another way to accomplish it?
