Which Oracle License To Choose ????

I need a concrete answer on which Oracle license should I buy (i.e. Oracle 7.3 Workgroup or Oracle 7.3 Enterprise).

For a start I will have 40-50 concurrent users and will be using a Unix machine with 512 MB RAM running a mission cirtical application for call centre. I am expecting a growth to about 200 users in 1 to 1.5 years time. I might need to utilize multiple CPUs by then.

Which license should I start with and when I have 150-200 users, can Oracle Workgroup still be used (if I were to start with this license)?

What is the governing rule on which to choose?
