Oracle Web server troubles

Dear sir,

I am running Oracle Web server 2.0.3 (in local) under windows NT 4.0, and I have some troubles :
(I am not very used with HTTP server)

First, each time that I open Windows, an error say that the file TNSLSNR.exe
make a violation memory access. This "seems" to have no consequence after.

After, I don't succeed in lauching CGI application. If I launch for exemple sample1 through cgi, by the following URL: http://localhost:9999/ows-bin/owa/sample1 An HTML page say

" request failed
 We were unable to process your request at this time.  Please try again later. "
There is no problem within the WRB interface, and I have configured ows-bin as flag(CN).

Finally, I have stop the web listener, and I cannot restart it. The error is :
"OWS-05721 : The Web listener WEBSVR failed to start:"
