Did you configure your Agent well in the SNMP.ORA file? This file must reside in the ORACLE_HOME\network\admin directory on the server. (See the installation guide of OEM, chapter 3).
Also, your TOPOLOGY.ORA must contain an entry, which points to the Agent. (Inst Guide, App A).
