When you connect internal in SQLDBA, you are not properly logged on. Whenever you try to do something it connects you fully and carries out the action - hence the 'completing internal login'. I don't know if it disconnects you after each action or not.
If the database is shutdown, then it can't login so you get this message. It is perfectly normal.
