Connect with SQL*Plus 3.3

I got a problem with the connection via SQL*Plus 3.3 to a Oracle7 Workgroup Server DB 7.3.2.2.1 on a NT 4.0 Server.

Its impossible to connect with any user exept 'system'. If I try (for example with 'Scott') the SQL*Plus window writes the first two default lines out:

SQL*Plus:Release 3.3.2.0.2 - Production....... Copyright (c) Oracle Coporation......

and nothing else.
After this I can only terminate the task. It makes no difference if I try from a client or on the server-machine.
If I connect with 'system'...no problem. With any other tool I can connect with every user from any client.

First I've executed 'catalog.sql' + 'catproc.sql' but nothing changes. Then I've installed the whole DB new....same problem.
