You can check out the OWA replacement cartridge you can get from http://govt.us.oracle.com/ under downloadable utilities from the 'Quick Picks' Menu on the home page.
It lets you use the basic authentication information to log into the database instead of concentrating all users thru one userid/password.
I supports 1.x, 2.x of OWS as well as apache/netscape and other webservers...
BTW: OWAS3.0 has the capability to do this as well.
