If you do not have ANY rollback segments defined/enumerated in your init<sid>.ora file, by default ORACLE will always bring online, at instance startup, a number of rollback segments = TRANSACTIONS/TRANSACTIONS_PER_ROLLBACK_SEGMENT, provided they have been created already. TRANSACTIONS and TRANSACTIONS_PER_ROLLBACK_SEGMENT are two init<sid>.ora parameters. If you have PRIVATE rollback segments defined in init<sid>.ora, but their number is insufficient, ORACLE will bring online the required PUBLIC rollback segments to make up the difference. This behavior has nothing to do with 7.1.6.
