Our project has a similar issue, in that we're a DOS app using an Oracle 7.2 database. We too cannot upgrade Oracle since the version of SQL*Net needed for DOS will not work with 7.3. We tried recompiling our executable to use later versions of SQL*Net with no luck. Our app requires protected memory, which doesn't play well with Windows, we found.
I guess you have some options. See if you can run your app in a DOS window in Windows. However, I think that SQL*Net also requires protected memory, so it may clash with Windows. Or, see if you can recompile your app with SQL*Net 2, but I don't know if that will allow your app to run in a DOS window or not.
What looked like the easier thing for us is to redesign our app for Windows. This issue was not the only factor in our redesign (we needed it a while ago, for all sorts of reasons), but this was something that did not look easily solved if we were to remain in a DOS environment.
If you or anyone had different experiences, I would love to hear them and what anyone did.
