I'd rerun catproc.sql first (as SYS). This will recreate the packages for the procedural option (PL/SQL). Also running pupbld.sql as SYSTEM may be needed. This message usually occurs when a new db has been created, and the initialization scripts have not yet been run. The error CAN be safely ignored.
