Q:DBWR is abnormal busy

Could anyone tell me why the background process DBWR occupy 99% of CPU time while no one is accessing the database? Actually, DBWR continuously keeps the CPU busy 5 minutes after I restart Oracle. I'm running Oracle7.2.3 on SGI Challenge L with 4 CPUs running IRIX 5.3.
