That is most certainly determined by the organization, i.e the DBA and senior programmers should work together to determine a naming convention that everyone will be happy with.

My personal opinion is that a table, view, etc. should simply describe the data it holds, e.g. a table with information on employees should simply be named EMPLOYEES. Avoid Hungarian notation (e.g. TBLEMPLOYEES) for database objects.
