Hello,
The built in tools that Oracle provides are pretty good i.e (explain plan, SQL_Trace). You can also use the utlbstat.sql and utlestat.sql scripts that should be in your $ORACLE_HOME\rdbms\admin directory. Those scripts are more for database tuning, however.
 As far as other tools
I am using Enterprise Manager with the Perfomance Tool Pack and Expert Manager. I would recommend all of the above products. If you have any questions you can give drop me an email at einar_at_cvn.net.
