Ideal SUN Server(s) Configuration for 4000 Users

We are trying to deploy a client/server application to 4 different divisions within the same company. All located in different city in the east coast. There would be about 1000 users in each division.

My questions are what kind of hardware (from Sun) and how many servers would be preferred. We are considering a Ultra Enterprise 3000. How many Oracle's concurrent license would you get for 1000 users?

I would like to hear your experiences/opinion on this. Thanks.
