  Listener is a generic utility to listen the request. It will send the request to dedicated server, prespawn server or dispatchers depended on your configuration. As a result, it is reasonable to have a OracleTNSListner Service. This is the reason why you need to set the connect descriptor in the TNSNAMES.ORA (if you do not use Oracle Names Server nor Native Naming Adapter) which sends the specific protocol request to the listener and let it do for the rest for you.
