Help! Could start SQLNET after installation

I have installed oracle7 workgroup 7.2.2.40 on a NT 3.51 compaq proliant 2000 server, I just run the setup.exe on the cd rom and everything goes straight.
Afterwards, when I use the database admin. toolbar to connect to the database, I got "General connect error; check availability of database and connection"
error. When I tried to use sqlnet v2 to connect, I got 'ORA-12154 TNS:could not solve service name" error. But the instance manager showed services and session were started.

I have checked the NT, all oralce services is up and running, and I goto dos prompt and use sqldba, I can start and connect to the database! I was told there is no need to do any modification manually after the installation!
