The majority of performance issues involve the SQL and or application that
is accessing Oracle.  Do some EXPLAINS on your SQL and make sure your
indexes are being used correctly.   Is the application a OLTP or data
warehouse type of application ?  The Oracle tuning parameters are
different for each type of application due to the different type of
processing that is occurring.
