Not anymore. Nowadays, your tar button disappears when you are not part of the set of supported customers. See http://metalink.oracle.com/metalink/plsql/ml2_documents.showDocument?p_database_id=NEW&p_id=1152659.996

Moral: Every time you submit or update or resolve a tar, be sure and copy it to your local system. As soon as your support expires, you can no longer get to it. (Although in the past I've been able to get to unresolved issues at expiry via phone, with suitable deference to gatekeepers.)
