Obviously you must be aware humans read from top to bottom, not from bottom to top. I would advice to stop top-posting. Many people here don't reply anymore to top-posted messages.

It very much looks like you have a privilege issue and didn't install Oracle connected as *local* administrator (as opposed to domain administrator)
