To do this justice, I'd suggest several books are required to fill this, although only the second in this list is really required, with chunks of the third. I'd recommend the following, in order, since you are a self-professed newbie.
Oracle Essentials, Third Edition
http://www.oreilly.com/catalog/oressentials3/ Oracle Database Concepts
http://otn.oracle.com/pls/db10g/db10g.to_toc?pathname=server.101%2Fb10743%2Ftoc.htm&remark=portal+%28Getting+Started%29 selected chapters from Oracle Database Administrator's Guide
http://otn.oracle.com/pls/db10g/db10g.to_toc?pathname=server.101%2Fb10739%2Ftoc.htm&remark=portal+%28Getting+Started%29 Expert One-on-One Oracle (dated - perhaps wait for new one)
http://www.apress.com/book/bookDisplay.html?bID=220 Effective Oracle by Design
http://books.mcgraw-hill.com/getbook.php?isbn=0072230657&template=oraclepress Effective Oracle Database 10g Security by Design
http://books.mcgraw-hill.com/getbook.php?isbn=0072231300&template=oraclepress the rest of the books at http://docs.oracle.com coincident with Oracle Database 10g The Complete Reference **
http://books.mcgraw-hill.com/getbook.php?isbn=0072253517&template=oraclepress
That should keep you set for a proper risk analysis <g>.
