OPatch error

I'm running a test database to practice installing patches with Opatch. It's 10.1.0.2.0 (10g Enterprise / Win XP).

I can run "opatch lsinventory -detail" with no problems.

When I run "perl opatch.pl apply" from the directory where the uncompressed patch is, it starts to run and then I get the following error:

"Cannot check bug/file conflict and component pre-req."

I searched through Metalink, I looked through Oracle's PDF for OPatch and searched on Google with no luck in finding that error. Has anyone seen it before? Thanks in advance.
