It's been a while since I've had portal access, but do you mean http://download-west.oracle.com/docs/cd/B14099_03/portal.1012/b10358/apdxdata.htm#sthref1574 (and search for "user profile"). I think you can add this portlet to a page, then add appropriate grants.

I also have a vague memory that a user can be granted some combination of privileges to update those parts of the profile that would make sense, but the general idea is that someone is granted the administrator role to do all this stuff. I could be completely misremembering it, I do recall many strange bugs with grants versus cache.

Read all the docs, then ask support.
