My experience - it depends. It depends on the business problem, the database design, the other apps that are interfering, the hardware and memory, and the ability of the developer to actually understand and use SQL. (see O'Reilly - Mastering Oracle SQL for more on this last.)

For me, attempting to apply any single thing as a silver bullet Rule of Thumb (RoT) will eventually turn RoTten and the result will be relegated to myth status.

If you are willing to invest a bit of time and money, there are several good books that show you how to analyze this for your situation - the top of my list being 'Effective Oracle by Design', because it provides both the tools to measure and the explanations about why and how to measure.
