Pure reporting system and web-based and on Oracle? That sounds like a job for [superhero music playing in the background].. Captain Marvel.. also known as HTMLDB. :-)

It is a darn fine product.. and I have yet to see *any* web development system out of the box that can be used and deployed as quickly as HTMLDB. Especially with minimum skill set requirement it needs. And still allowing you to do some pretty complex stuff too.
