You appear to be discussing KWIC/KWOC indexing (Key Word In Context/ Key Word Out of Context)

Oracle's solution is something that has been variously called 'Oracle Text', 'Context' and 'interMedia Text'. This is well described at http://otn.oracle.com, under database functionalty, and in the documentation at http://docs.oracle.com

It also ties in wth another Oracle capability called UltraSearch, which is part of the Collaboration Suite.
