Since others have already heaped upon you the abuse you deserve I'll try to give you the other piece.

Don't use the web based interface to start.

What happens in SQL*Plus when you log in using: / AS SYSDBA and provide no password and no host name. If you get an error message provide the complete message and text: Not your interpretation of it.
