No operating system?
No error message?
No listener.ora?
No sqlnet.ora?
No tnsnames.ora?
No indication of whether from client or on the server?

Sorry my crystal ball is broken and my taro cards need to be shuffled. I'd shuffle the cards but I have a single malt in my hand.
