I glanced at them - the layout was confusing so I decided to ask rather than reformat. (I'm easily confused <g>) Apologies ...
I suspect if there was an easy way, you would get an easy answer. If you look at Oracle's solution - restricted to their error messages - you would note they have a set of secondary files (but you could use tables, if you wish) that contain the translation info.
In addition, there is a lot of work going on in the I18N community. You might get more info there. You might check whether there is anything recent at http://www.i18ngurus.com/ to help.
