In the long term, yes practical field experience has more value for a bluechip or 'savvy' Oracle employer but in the short term and for the 65% of jobs out there that are in the non-savvy Oracle domain then an OCP certification highlights a bare minimum skillset....in does not of course cover the experience, personality etc required to effectively fullfilll a role but thats the role of the interviewer. It also demonstrates that candidates for jobs can at least be 'bothered' to do something formal in the Oracle domain. Is it perfect, no, is it better than nothing - probably.
