Almost ... the quote specifies 'dictionary-managed _temporary_ tablespace', which leaves the dictionary-managed non-temp ts. (Seems like you missed that qualifier in forming your response.)

I get the feeling the wording is incredibly awkward and they really mean 'you can not specify a temporary tablespace'

Either way, general sentiment of 'docco bug' seems right.
