Killing a project that is only cost effective at higher discounts _might_ simply mean not having evaluated the value equation properly. For example, how often is Enterprise Edition quoted when Standard will be more than satisfactory, especially now with 10g Standard including RAC. (For that kind of sloppy prep, the project probably _should_ be killed, as it could be indicative of the quality of thinking.)
