This is true on 8i, it certainly isn't true on either 9.2 or 10. Eg (from the manuals)

LOG_ARCHIVE_DEST_3='SERVICE=stby1 DELAY=240' LOG_ARCHIVE_DEST_STATE_3=ENABLE
