does Intelligent Agent spawn a cmd proc with WinXP?

Does the Intelligent Agent process (the service with the name of the form OracleHOME_NAMEAgent) usually spawn a command interpreter (cmd.exe) process in Windows XP?

After system startup, I have an instance of cmd.exe running. If I kill the process, the Agent service immediately terminates and I cannot restart it.

Owing to less than rigorous diligence on my part, I ran across a page that exploted the MSHTA vulnerability of Internet Explorer. While I can find no lingering evidence of my system being compromised, I don't remember seeing this instance of cmd.exe before. I'm very new to Oracle and I'm trying to determine if the cmd process is legitimately related to the Agent. I've had no success searching the Oracle documentation or the Internet at large for an answer.
