No. It is the same as the first release of the version you get on disk.   (The disk version gets updated occasionally, the onsite one does not.)

No. When you buy the license, be sure to buy the 'support' with the capability to download patches. Then get and apply the patches.

One way to look at it: Oracle provides their software free. You pay for the right to use.

When you download, you agree to a license. It's not a hard one to read or understand.
