That's true. I tried this following a recommendation in Bradley D. Browns book "Oracle9i Web Development" which advises to use the path $ORACLE_HOME\Apache\Apache - that is the hhtp server bundled with the database.

Actually I haven't even figured out yet if I really need the iAS at all or if the http server bundled with the database would suffice: All I want to do is to develop a small web application using plmod_sql. No fancy Java stuff, no web caching, etc.
