Likely what you are asking for, if someone does have it, is copywrited.

I'd suggest checking with mapping companies, companies selling atlases, the United Nations, etc.

BTW: The easy solution to the problem posted by Van Messner is to put everything into a single table and use CONNECT BY or a similar means of walking the tree. It is really rather straight forward.
