Oracle 8.1.6 has been desupported a long time ago, especially because it was a complete can of worms. Likely you are trying to install Oracle on a platform for which it was never certified. 8.1.6 was the first release to be certified for Win2k, if you have XP you are on your own. Oracle only certifies for XP Pro.

You would do better to upgrade to something recent, preferable 9i release 2, or 8.1.7.4 at the least.

There is a 'Getting Started Manual' online at http://otn.oracle.com but usually you don't need: just follow the prompts.

You could make a "copy" using export, without exporting data, but import requires you have a database running, as exp/imp are used for "logical" copies, not for physical ones.
