It appears that you installed the database before forms which is not the recommended method. What you need to do is change the default Oracle home. I would suggest you go to http://metalink.oracle.com and look up "Multiple Homes." You will find directions on how to correct the problem. Also ... check out the Oracle Home Selector on the Start Programs menu.
