USER_ARGUMENTS -- honest, i'm not making this up! (strangely, there is an ALL_ARGUMENTS view but no DBA_ARGUMENTS view! could this be deliberate?)

i don't think the USER_ARGUMENTS view is documented in 7.x, but i've seen it there
