128MB RAM, XP Home. It isn't going to happen.

Get yourself a real machine with a real operating system, and Win2K is better than XP Pro.
You should be able to get something off eBay for $300-500 that will actually run Oracle.
Anything less and you might as well get a stack of 3x5 cards.
